PHOENIX (AP) — An Arizona county where the Aug. 2 primary election was plagued by multiple issues that led to the firing of its election chief will waive fees for running municipal elections in 11 cities and towns and plans to hire an outside election expert to review what went wrong.

The five-member Pinal County Board of Supervisors voted unanimously on Wednesday to waive more than $100,000 in costs it planned to charge cities and towns for running local elections.

Seven cities and towns had local races dropped in the first ballots that required the county to send out about 63,000 extra ballots. And County Attorney Kent Volkmer told the board that four other municipalities were hit by Election Day missteps that led to ballot shortages at about 20 of the county’s 95 polling places.

“As the county manager made clear, we fell short of our customers’ expectations,” Volkmer told the board. “So I believe if this council is so inclined, I think there’s good reason to back out for all of the different entities that we serve municipal and mayoral elections for.”

“I think it’s a good idea given the current issues,” said board chairman Jeffrey McClure. Last week, McClure called election matters a “big mess” and Chief Electoral Officer David Frisk was fired the next day. He had just been hired in March.

Volkmer also said he was about to hire an outside election expert to conduct a review. He said there were no signs of a criminal offense so far, but bringing in someone from the outside would ensure an unbiased assessment was quickly carried out. He said if any signs of criminal activity were found, the county sheriff would be called to investigate.

“What we plan to come out of this is what went wrong, why did it go wrong, and then what can we do to make sure it doesn’t happen again,” Volkmer said. He said he wanted the job done within 60 days, before the general election in November.

The expert, whom Volkmer has not publicly identified, has nearly 30 years as an election administrator, has performed similar reviews, and is known to both new Chief Electoral Officer Virginia Ross and New County Dana. Lewis.

Ross was the secretary-elect until she stepped down last week to take over the elections department. Lewis was his assistant. The council named her on Friday to take over, which manages the voter rolls and mail-in ballots, but is not involved in voting or counting ballots.

The council will certify the election “poll” on Friday, although more than one council member expressed heartburn at having to do so given the problems of the past week. Board member Jeff Serdy said his first reaction the day after the election was that he didn’t want to accept the results.

It’s not an option, Volkmer said. Accepting and certifying the results is an act that the law requires. Municipal races will be run by localities, while county, state and federal races are under the council.

“I’ll tell this council, and it’s still not a comfortable conversation, but our legal analysis is that you have no choice but to solicit,” Volkmer said. “That’s what’s considered a ministerial duty, which means you have to do it. It is a “must”.

The Dallas Cowboys signed UDFA kicker Jonathan Garibay from Texas Tech with incredibly high hopes. The job was anything but his to lose. Unfortunately, that is exactly what happened.

The coaching staff gave the former Red Raider two solid weeks of camp to improve on his inconsistent field goal kicks, and he didn’t. According to ESPN’s Todd Archer, the rookie only landed 34 of 57 kicks at camp. That’s a success rate of 59.6%. His veteran competitor, Lirim Hajrullahu, made 42 of 56 (75%).

Thus, the Cowboys brought reinforcements Tuesday morning, albeit inferior. Matt Ammendola, Cole Murphy, JJ Molson and former (not so beloved) Cowboy Brett Maher all came for a tryout at Oxnard. Many fans were angry at the choice to bring in Maher, who was miraculously less accurate than Greg Zuerlein was in 2021 in 2019.

To be fair, none of the kicker options available at this point are good. These four certainly didn’t elicit any excitement.

Despite Cowboys Nation’s displeasure, the front office and coaching staff announced early Tuesday afternoon that they would sign Maher and waive Garibay. Maher will now compete with Hajrullahu for work.

The 32-year-old was UDFA himself. He first signed with the New York Jets but eventually spent three years in the CFL before returning to the NFL with the Cleveland Browns in 2017.

Maher played 29 games for the Cowboys in 2018 and 2019. The bad news is that he missed at least one kick (field goal or extra point attempt) in 16 of them. That means he’s missed a kick in 55% of his games, which makes Zuerlein’s frustrating 2021 not so bad. His overall percentage in 2019 was a dismal 66.7%.

The good news is that he did hit winners and set a franchise record with a 62-yard field goal in 2018. Plus, he got a little better with the New Orleans Saints last season. In 2021, he made 16 out of 18 field goal attempts after not playing at all in 2020.

Cowboys fans probably won’t let the front office experience this one unless Maher somehow has a breakout year back. While he certainly left a sour taste in 2019, the reality is that this fan base Needs Maher to do well for the good of the team. Going into the 2022 season without a kicker is not what the Cowboys need.

Duggar was acquired from the Giants in late June in exchange for Willie Calhoun. After putting up a 440 OPS with 12 strikeouts in 19 plate appearances for the Rangers, Duggar was tapped in mid-July and had put up a 676 OPS when he was designated for an assignment. To make room for Duggar, Angels DFA outfielder (and Texas native) Dillon Thomas, who was 1 of 11 this year for the Angels, with the hit coming from Dane Dunning a few days ago.

Walker was a second-round pick by the Chicago White Sox from the University of Oklahoma in 2018, and was traded to Texas for Nomar Mazara ahead of the 2020 season. Walker was recalled briefly in early June, scoring his second game for his only hit in the majors, and ended up get 1 out of 14 before being fired. Walker was slashing .278/.354/.435 for Round Rock.

In October, because of the pandemic, the Biden administration relaxed the qualifications for the program, allowing those who have different types of loans or who have paid using different payment plans to qualify for a discount. With the changes, past years of payments that would not have counted towards 10 years of service for borrowers now count, meaning many teachers could be much closer to receiving a full pardon.

“It’s incredibly generous to borrowers,” said Ryan Frailich, a charter school teacher turned financial advisor who led a webinar session on student loan forgiveness this week. “It’s taking people who otherwise were kicked out of the program, maybe applying and being told, ‘Sorry, you got the wrong kind of loan, go back and start doing 10 more years’ and saying “In fact, we’re going to give you all the credit. And we’ll cancel all your debt even though you technically didn’t follow the letter of the rules.'”

The problem? The Waiver that Expands Debt Relief Eligibility Requirements will only remain in place until October 31and New Schools for New Orleans, an educational nonprofit, found that many educators were unaware of this.

What is Civil Service Loan Forgiveness?

The program allows teachers, government employees, nonprofit employees, and others to receive forgiveness of their federal student loans after 120 payments, or 10 years, while working in the public sector.

In the past, educators have had varying degrees of success in obtaining a pardon through the program, in part because of the strict requirements on the type of loans and payment plans. Generally, only direct federal loans paid using income-based repayment plans were eligible for the program, even if the debtors had worked in the public service for 10 years.

New Schools for New Orleans has launched an outreach campaign to spread the word to teachers, hosting regular webinars for educators. The group surveyed 700 educators who participated in the webinars and found that about half had more than $50,000 in debt, with some as high as $100,000 or more, said Jahquille Ross, director of teacher support at the NSNO. Some public school teachers in New Orleans — where the average starting teacher salary is $43,564 and the overall average salary is $51,500 — owe more debt than they earn in a single year, a- he declared.

The NSNO estimated that New Orleans educators could receive $8 million in immediate loan forgiveness.

How does the renunciation change things?

To qualify for public service loan forgiveness, a person must have a direct federal loan, work for a nonprofit or government 501c3 job, and make 120 monthly payments on an income-based repayment plan. With the waiver, borrowers will get credit for any type of payment plan, different types of loans, and other factors that were previously excluded.

The waiver will end on October 31, and Frailich encouraged those who were previously rejected to apply again.

“It’s kind of like a ‘one time, we’ll give you credit for things that technically don’t follow the rules,’ but you have to act by October 31,” Ryan said.

Jim Bowden of CBS Sports noted that Washington’s deal with San Diego was not contingent on Hosmer’s approval.

After the Padres acquired Adam Frazier from the Pittsburgh Pirates last season, rumors about Hosmer’s future with the organization began to swirl.

But the Padres kept Hosmer and traded Frazier to the Seattle Mariners on Nov. 27.

There was pre-season speculation that the New York Padres and Mets were in the midst of discussing a deal involving Hosmer.

After a quick start, Hosmer is hitting .272/.336/.391 with eight home runs and 40 RBIs in 90 games.

He was expected to be a key part of rebuilding San Diego when he signed an eight-year, $144 million contract with the team as a free agent in February 2018. He will be Craft $20 million in 2022 and $13 million per year from 2023 to 2025. The pact also includes an opt-out after the 2022 campaign.

The flurry of calls from early prospects has created weekly excitement around our leagues’ FAB races, but over the past two months the process has taken a little less sizzle. Looking at the organizational depth charts of potential sellers such as the Diamondbacks, Athletics, Nationals and Cubs, there doesn’t appear to be many top prospects waiting to be unlocked through a trade. The most exciting possibility is that Corbin Carroll could make the leap to the majors once David Peralta is dealt. The Diamondbacks’ top prospect has continued to rake and run since his promotion to Triple-A Reno, slashing .278 / .469 / .611 with five stolen bases in 49 plate appearances. Although he doesn’t seem to need it, the Diamondbacks may choose to leave Carroll in Reno, but they will certainly still have a void to fill. JJ Bleday, DE, Marlins: Bleday’s flyball-heavy approach didn’t pay off in 2021, when he batted just .212 with 12 homers at Double-A Pensacola. He brought the same approach to Triple-A Jacksonville this season and produced much better results. Bleday still only hit .228, but he hit 20 homers in 101 fewer plate appearances while posting a .365 on-base percentage. That performance earned the former first-round pick his first major league promotion and, so far, it’s more or less the same. Bleday was 4-for-22 (.182) in his first six games with the Marlins, but three of his hits (one homer and two doubles) were for extra bases. Heading into this weekend’s series with the Mets, Bleday has hit third for three straight games, and he thinks he’ll be an everyday player going forward. If you need average batting assist, Bleday probably isn’t for you, but if not, he should be added in all leagues with more than 12 teams.

He’s almost universally available in mixed leagues, and worth trying out on 15 teams, just in case he starts adding home runs to his interceptions.

Bidding: 1-2% FAB in 15-team leagues.

Jeimer Candelario, 3B, Tigers: It’s been an extremely disappointing year for the Tigers on their roster, but even though it’s too little, too late for their playoff chances, a regular is starting to wake up. Candelario is 16-for-48 (.333) with five homers, seven runs and 13 RBIs since July 8, and he’s hit six of 37 (16.2 percent rate). It probably won’t stay quite as hot in the final two months of the season, but at least we can rest assured that the version of Candelario that featured in the fantasy in the previous two seasons could be here again for the rest of 2022. .

Bidding: 1-2% FAB in 15-team leagues.

Andrew Heaney, PS, Dodgers: This recommendation is strictly for shallow leagues, as Heaney is probably not available in all deeper leagues and a significant portion of 12 team leagues as well. Now that he’s back from his second stint in IL this season with a shoulder injury, Heaney is worth starting all over the place. The southpaw limited the Nationals to a single and three walks over four innings on Wednesday, and he expects to deepen his upcoming starts in San Francisco and at home against the Padres this week. Hopefully there will be fewer walks in those starts, but it’s fair to expect Heaney to come away with a bunch of strikeouts and a win or two.

Bidding: 4-5% FAB in 10 and 12 team leagues.

Cole Irvin, SP, Athletics: Irvin is not among the players the A’s will trade before the deadline, but the expected departure of Frankie Montas could mean Irvin inherits a week of two starts. Oakland has a five-game schedule with Mondays and Fridays off, and they wouldn’t need to replace Montas in the rotation for two more weeks. If they stick to just four starters, that will line up Irvin for outings against the Angels and Giants. Even with the old start on the road, these could be matchups favorable for Irvin. I recently argued that he didn’t expect much regression from Irvin’s 3.05 ERA, making him close to a fixture in the 12-team leagues if he gets two starts. . Even a single start against the Angels could pay off, as long as you don’t need too many strikeouts.

Bidding: 1-2% FAB in 12-team leagues.

Matt Manning, SP, DET: I’ll admit my expectations for Manning are limited, but there’s enough of his track record that’s encouraging to merit some consideration in the 15-team leagues – where he happens to be widely available. Manning (shoulder) is expected to join the Tigers rotation this week to start against the Twins, and he does so after going homeless in 20.1 innings at Triple-A Toledo. That’s no small feat after hitting 11 homers in 32.1 innings a year ago. Although Manning has been extremely willing to allow contact in the majors (14.7% career strikeout rate), he has been a batting pitcher (47.5% Area%) who is ahead of hitters (64 .3% F-Strike%) without getting bludgeoned (93.1 mph EV FB/LD). With a small increase in strikeouts, he could be useful with the right matchups – someone who can effectively go over six innings, much like Irvin or a friendlier version of Martín Pérez. Manning could even get two starts this week, possibly starting Sunday against the Rays after the Minnesota Tigers return.

Bidding: 0-1% FAB in 15-team leagues.

Scott Effross, PI, CHC: There’s probably no closer who’s safer to trade than David Robertson, and Effross has positioned himself well to inherit his job. He leads the team in strikes (12) and trails only Robertson and recently promoted Steven Brault in average leverage at entry (1.72 gmLI) over the past 30 days. Effross won those high leverage appearances by missing bats (30.9% CSW%), getting chases (36.4% O-Swing%), keeping runners off base paths ( 1.02 WHIP) and coming off the dash (2.72 ERA). When Robertson needed a break on Monday, David Ross turned to Effross to nail a save against the Pirates, and a Oneil Cruz single was all he allowed. While the Cubs will likely come out of the trade deadline with a weaker offense, Effross could still collect enough saves to be worth adding in most leagues.

Bidding: 1-2% FAB in 12-team leagues, 4-5% in 15-team leagues.

HOT SPRINGS — The city won’t solicit bids for vehicles it buys until late next year, citing an exemption in state code that allows cities to waive a call for tenders. offers in exceptional circumstances.

The enabling ordinance the Hot Springs board of directors passed last week said ‘unprecedented challenges’ brought about by supply chain disruptions have made it impossible to purchase vehicles through the process tender.

The city typically buys vehicles under a contract that the state negotiates with car dealerships. According to the board’s request for action, supply chain and vehicle demand issues led to the cancellation of the contract.

“Due to ongoing supply chain issues, computer chip shortages and limited availability of manufacturer vehicles, all vehicles available on dealer lots typically sell out within days,” the city said.

The ordinance authorized the city to spend up to the budgeted amounts. The city said current prices exceeded what was budgeted in some cases, forcing some departments to reduce the number of vehicles in their budgets.

The council also withdrew the tender for the emergency generator for the water treatment plant the town is building near Amity Road.

The order the council passed last week invoked the exemption for goods and services available only through a sole source, one of more than 20 exemptions the Legislative Assembly added the last year. The city uses Kohler generators in its water and wastewater plants. RP Power in North Little Rock is the only authorized Kohler sales and service provider in the state.

RP Power ordered the 1,750 kW standby generator in November and is ready to sell it for last year’s price of $598,400. The city would have paid the current price, $722,610, plus the contractor’s mark-up if the generator was part of the bid for the new water plant. The generator has been removed from the bid solicitation, but bids will still include the installation cost.

The city will open bids for the new 15 million gallon per day processing plant on Tuesday. It’s part of the $106 million Lake Ouachita Water Supply Project that will increase the city’s treatment capacity by two-thirds and nearly double its raw water supply.
